Press release, 2009-11-23

The decision to begin again the occupation of the Faculty of Humanities and Social Sciences in Zagreb was not brought lightly. This decision is not a product of youthful love of adventure and irrational eagerness of those who made it. It is a direct consequence of the development of events since this spring’s suspension of the occupation. We have decided to take this action after much reflection. We are aware of what is at stake and of the weight of its implications, for us students as well as for the teachers and this school we have decided to occupy. We will try to briefly outline the circumstances that obliged us to act again. We believe this will make the decision to begin the occupation again more understandable to the general public. (more…)

During the past few days, there has been speculation in the media concerning whether the student plenum of the Faculty of Humanities and Social Sciences in Zagreb will participate in the organization of the announced protests which have been initiated by the Croatian Trade Union Association (HUS). Unfortunately, when reporting the media did not always care to note the basic facts: representatives of HUS invited members of the Plenum on September 2nd to participate “as equals” in organizing the announced “citizen protests”. Seeing as the representatives of HUS where at that time unable to present the precise platform which was to be the basis of these protests, the Plenum concluded that it cannot commit to participate in the organization of the protests without prior knowledge of the programme and demands. It was agreed that HUS will invite the Plenum’s delegates to participate in the meetings of HUS’s expert work group which will draft the “guidelines for exiting the crisis”. This was set as the basic condition for considering possible cooperation. Plenum chose the delegates, and HUS promised to send an invitation for the meeting with their work group in time. (more…)

Die Medien breiten weiterhin falsche Information über den Sinn und Ziel der Studenteninitiative aus. So wird auch die Anonymität der einzelnen Sprecher des Plenums als Folge von Furcht vor Sanktionierungen interpretiert. Wir wiederholen, dass das nicht stimmt. Die Namen der Personen, die im gegebenen Moment eine der Funktionen im Rahmen der Aktion ausüben, können problemlos in den Gängen der Fakultät gehört werden. Die Depersonalisierung ist keinesfalls eine Sache der Furcht, sondern ein Teil der Prozedur, mit der das Plenum als kollektive Körperschaft die das gemeinsame Interesse vertritt, den Status des einzigen politischen Subjekts beibehält. Last night, after 34 days, the plenum decided to stop the occupation of the Faculty of Humanities and Social Sciences. We are aware that it is a decision long wished for by many in the administrative and governing structures: from the Faculty level, through the University, to the Ministry and the Government. The public will undoubtedly have an opportunity to witness a showy triumphalism of those who have been declaring the action illegitimate, inarticulate and absurd from the very beginning. Those who have been refusing to acknowledge the purpose of the occupation explain its termination with the supposed fact that it „became an end in itself”. (more…)

PRESS RELEASE, 23rd May 2009 – 34th day of the occupation

It was reported today in the news that Minister Primorac visited the editorial board of Jutarnji list (Croatian daily newspapers) on May 5th, 2009. Mr. Primorac, who has kept quiet for a month on the occurrences on the faculties all over the country, has decided to deal with the issue secretly, demonstrating unprecedented contempt towards the public, his term of office, and the institution of the freedom of speech. The minister has tried to divert the public perception of the student protests to the only domain he can understand: the cynicism of court intrigues and clandestine maneuvers by instructing the editors to discard the previously written text and replace it with the Mr. Primorac’s truth that says that the students’ actions are a result of “the manipulations of SDP and HNS (Social Democratic Party and Croatian People’s Party)”. The fact that a daily newspaper, owned by the largest media concern in the country (EPH), has on Mr. Primorac’s request readily imposed self censorship is a worrying indicator of its social role. We are approaching the end of the fifth week of the occupation. What we have been witnessing this week is an attempt by the champions of media-political normality to newly establish that normality. The minister who has been silent for a month appeared on the front page of an influential weekly, in a pose of fatherly benevolence, with arms wide open. Columnists and commentators of everything and nothing have offered themselves publicly as mediating instances between the Ministry and tongue-tied students who didn’t prove themselves adequate to recognize the right moment to give up their declared principles and switch to backroom licitations. IZJAVA ZA MEDIJE, 18. maj – 29. dan blokade

Blokada pouka na Filozofski fakulteti vstopa v peti teden. V specifični temporalnosti izrednih razmer, kakršne so te, v katerih se nahajamo, vsak dodatni teden dobi značaj grenke obletnice. Te že pet tednov obeležujejo isto stvar: nemo indiferentnost oblasti, njihovo sistemsko gluhost za zahtevo, ki je v nasprotju z razvojno potjo, ki so si jo birokrati in tehnokrati zamislili za to družbo, brez pravice do participacije javnosti in tistih, ki jih njihovi dekreti najneposredneje zadevajo. Oblast z ignoriranjem študentske zahteve že peti teden zapored pošilja isto sporočilo o sebi. Ideja demokracije, ki bi bila vredna tega imena, na takšno sporočilo ne bi smela odgovoriti z molkom. Molk oblasti pred našo zahtevo je pokazatelj samovolje moči. Molk javnosti pred tem dejstvom pomeni kapitulacijo demokracije.

El bloqueo de clases en la Facultad de Filosofía y Letras entra en la quinta semana. En la temporalidad específica de circunstancias extraordinarias como las en las que nos encontramos, cada semana adicional adquiere el carácter de un aniversario amargo. Ya lleva cinco semanas que marcamos la misma cosa: la indeferencia muda de las autoridades, su sordez sistemática para la petición que va contra la trayectoria de progreso social marcada por burócratas y tecnócratas, sin la participación del público y de los que están directamente afectados por sus decretos. Esa es la quinta semana seguida en la que, a través de ignorar la petición para la educación gratuita, las autoridades mandan el mismo mensaje sobre si mismos. La idea de democracia digna de tal nombre no debería responder a la petición con silencio. El silencio de las autoridades ante nuestra petición es un indicador del poder arbitrario. El silencio del público ante ese hecho significa la capitulación de la democracia.

On entre dans la cinquième semaine de blocage de la Faculté des Lettres. Dans la spécificité de ces circonstances extraordinaires, chaque semaine supplémentaire représente un anniversaire d’un goût amer. Cela fait déjà cinq semaines qu’on célèbre une même chose : l’indifférence muette du gouvernement, sa surdité complète face à une demande qui ne s’accorde pas avec l’idée qu’il a du développement de cette société, idée excluant la possibilité que le public, et ceux qui sont directement concernés, y participent. En ignorant la revendication estudiantine d’une gratuité de la scolarité, le gouvernement dit beaucoup sur lui-même. Un gouvernement digne d’être appelé démocratique ne devrait pas garder le silence devant une pareille demande. Ce silence montre que le pouvoir ne se soucie aucunement des autres. Garder le silence devant une telle attitude du gouvernement serait une capitulation de la démocratie.

Ayer fue el día del silencio preelectoral en anticipación de las elecciones locales. El hecho de que los partidos políticos están obligados a desistir de abuchear y de la rivalidad retórica sirve como indicador de la madurez democrática de todos los involucrados. Un día de contención impuesta por la ley se ve como el umbral que separa un regular procedimiento democrático de pura manipulación. (more…)

Yesterday was the day of pre-election silence in anticipation of the local elections. The fact that political parties are obliged to discontinue with mutual heckling and rhetorical rivalry on the day before the elections serves as an indicator of democratic maturity of all those involved. A day of law-imposed forbearance is seen as a threshold separating a regular democratic procedure from mere manipulation. (more…)

Gestern wurde die sg. Funkstille vor den Kommunalwahlen eingehalten. Die Tatsache, dass alle aufgelisteten Parteien sich einen Tag vor den Wahlen dazu verpflichtet sind, sich nicht zu übertönen und sich keinen rhetorischen Wettstreit zu leisten, zeigt uns die demokratische Reife aller Beteiligten. Ein Tag der gesetzlich aufgezwungenen Beherrschung stellt eine Schwelle zwischen einer demokratischen Prozedur und einer reinen Manipulation dar. (more…)

Včeraj je bil t.i. dan molka pred lokalnimi volitvami. Dejstvo, da so politične stranke dan pred volitvami dolžne ustaviti medsebojno klevetanje in retorična podtikanja, se nam predstavlja kot pokazatelj demokratske zrelosti vseh udeleženih akterjev. En dan zakonsko določene vzdržnosti se predstavlja kot prag, ki loči regularni demokratski postopek od gole manipulacije. (more…)

Ciertas partes le han reprochado a la iniciativa estudiantil para la educación gratuita que se haya enterrado y que esté estancada. Así se implica que esa acción tiene que justificarse de tal manera que cada día de nuevo crea una ilusión de progreso. Como si la misma defensa del derecho a educación gratuita no fuera un objetivo social y político legítimo en sí mismo. También se nos reproche que hayamos construido un muro que no permite la comunicación. Creemos que la situación es completamente inversa: nosotros no hemos construido el muro, sólo lo hemos hecho visible. Una serie de fingidas maniobras de “cortesía” por parte del Ministerio no ha logrado esconder el hecho de que los nominales mandatarios del interés público se niegan a entender y tomar en consideración la petición que no acepta ser reducida a una medida de antemano definida como la única posible por las élites burócratas. There have recently been complaints that the independent student initiative for free education is becoming stagnant. This implies that our inititiative needs to be justified over and over again, in order to create the illusion of progress, as if the right to free education was not a legitimate social and political goal in itself. There have also been complaints that we have erected a wall around us, disabling all attempts of communication. In fact, it is just the opposite; we have not erected a wall, but simply made it visible. Not even a series of outbursts of feigned cooperativeness on the part of the Ministry of Education can cover up the fact that the nominal representatives of the public interest fail to understand and take into consideration our request, which cannot be reduced to the extent proscribed by the bureaucratic elite. Aus bestimmten Quellen wird der unabhängigen Studenteninitiative für ein gebührenfreies Studieren vorgeworfen, sie hätte sich im Schützengraben fest verankert und kommt nicht weiter. Somit wird impliziert, dass diese Aktion sich jeden Tag aufs neue rechtfertigen muss, indem sie neue Fortschritte vortäuschen muss. Als wäre die Verteidigung der Rechte auf gebührenfreies Studieren allein für sich ein legitimes sozial-politisches Ziel. Es wird uns nachgesagt, wir hätten eine Mauer um uns aufgebaut, die jegliche Kommunikation mit der äußeren Welt verhindert. Wir glauben, dass es genau umgekehrt ist: wir haben die Mauer nicht aufgebaut, wir haben sie nur sichtbar gemacht. (more…)

IZJAVA ZA MEDIJE, 14. maj – 25. dan blokade

Iz določenih virov je bil na neodvisno študentsko iniciativo za brezplačno izobraževanje naslovljen ugovor da se je vkopala in da stagnira. S tem je bilo implicirano, da se mora akcija legitimizirati tako, da vsak dan znova ustvari iluzijo premikanja. Kot da sâma obramba pravice do brezplačnega izobraževanja ni sam po sebi legitimen družbeni in politični cilj. Govorijo nam tudi, da smo zgradili zid, ki ne dovoljuje komunikacije. Trdimo, da so stvari ravno obratne: mi nismo ustvarili zidu, mi smo ga le naredili vidnega. Vrsta fingiranih manevrov “popustljivosti s strani ministrstva ni uspela prekriti dejstva, da nominalni mandatarji javnega interesa nočejo razumeti in sprejeti zahteve, ki ne pristaja na to, da bo zvedena na mero, ki so jo birokratske elite že vnaprej določile kot edino mogočo.
